Policy Primer: Regulating Embodied Emissions of Buildings; Insights for Ontario’s Municipal Governments

Mantle Developments, together with the University of Toronto’s Ha/f Research Studio and the City of Toronto’s Planning Department, have produced a policy primer for Ontario’s municipalities. This document includes recommended embodied emissions intensity caps for new buildings that would be linked to the new building approvals process that is managed by municipalities. These caps are recommended to decrease over time and reach half by 2030. 

The primer also includes recommended strategies to implement these requirements and reduce embodied emissions in building design and construction. Background information and suggested methodology are provided along with recommended reporting templates with links to other leading Canadian efforts to minimize embodied emissions including the National Research Council and the Canada Green Building Council. 

This work is based on the first benchmarking of embodied carbon emissions for large buildings in Ontario, which the team published earlier in 2022. The policy primer document is the final output of our ambitious project, which was generously supported by The Atmospheric Fund.
